Goh Yong Siang is the Chairman of Stratagem Group Pte Ltd. He is also currently the Chairman of Gas Supplies Pte Ltd, an importer of LPG from Indonesia and supplier to Singapore power-generating and petro-chemical companies, and Chairman of Deep Identity Pte Ltd, an identity recognition software company. He is on the Board of Directors of Pavilion Energy Pte Ltd, Temasek Management Services Pte Ltd, Temasek Foundation International CLG Ltd, Hexagon Development Advisers Pte Ltd, and an Advisor to Hakluyt (Asia) Pte Ltd. He is also an Advisor to Temasek International Pte Ltd.

He retired as Chief of the Singapore Air Force in 1998. He was a fighter pilot and flew the Hunter, F5 and F16. He then went into private equity in Dallas, Texas from 1999 to 2005. From 2006 to 2013, he was a Senior Managing Director in Temasek International.

Yong Siang holds a BA from the National University of Singapore and had attended the Leaders in Administration Programme at the Singapore Civil Service College, and the Advanced Management Programme in Harvard Business School.

Goh Kong Yong is the Managing Director of Stratagem Group. Kong Yong has many years of experience working with and advising Chinese and Singapore partners looking out for investment opportunities in China and the region. Kong Yong is also a consultant who provides political and investment risk assessments for clients.

Prior to joining the private sector, Kong Yong was a military officer with the Singapore Armed Force. His military experiences spanning various field commands and staff functions at the General Staff and Joint Staff.

Kong Yong has a Master of Arts (Strategic Studies) degree with the Australian National University and a Bachelor of Engineering (Mechanical Engineering) with the National University of Singapore. Kong Yong is also a Strategic Consultant, Silicon Valley-Based International Chinese Technology Enterprises Association (国际华人科技企业协会), Senior Advisor of Economic & Social Development, Feng County, Xuzhou City, Jiangsu Province (江苏省徐州市丰县) and Advisor & Associate Lecturer, Boxinghe (Hong Kong) Education Consulting Company (博行合（香港）教育咨询有限公司).

Mr Er Kwong Wah obtained the Bachelor of Applied Science degree (BASc) with Honors in Electrical Engineering at the University of Toronto, Canada in 1970, and the Master in Business Administration (MBA) from the Manchester Business School, University of Manchester in 1978.

Mr. Er Kwong Wah spent 27 years in the service of the Singapore Government. Whilst in the civil service, he served in various ministries such as the Ministry of Defence, the Public Service Commission, Ministry of Finance, Ministry of Education and the Ministry of Community Development. He held Permanent Secretary Position first with the Ministry of Education from 1987-1994 and then with the Ministry of Community Development until his retirement in 1998. After his retirement from the civil service, he was appointed Executive Chairman of Sembawang Maritime and Logistic Ltd till 2001 when he left to take up the position of Executive Director of a leading private tertiary education institution in Singapore. He retired from this institution at the end of 2016.

As Permanent Secretary of Education, he was involved in the planning and development of the universities, the polytechnics, the Institute of Technical Education, and schools in Singapore and the Singapore International School in Hong Kong. Even after his retirement from the Singapore Civil Service, he was actively involved in the Education Sector as a Governor of United World College of South East Asia, and a Member, Board of Trustee of the then SIM University. He was a Member of the Board of Governor of Raffles Institution in Singapore. He is an advisor to NPS International School (School) and Shenton Education Group (Myanmar).

At present, he sits as an independent director on the Boards of several public companies listed in Singapore. The public companies include COSCO Shipping International (Singapore) Ltd, CFM Holdings Ltd, The Place Holdings Ltd, ecoWise Holdings Ltd, Chaswood Resources Ltd, and Luxking Group Holdings Ltd.

After his retirement from the Singapore Civil Service, he was invited to serve in several public and community organizations. These include

• District Councilor, Central Singapore Community Development Council
• Vice-Chairman, Singapore–Sichuan Trade and Investment Committee

• Member, Project Advisory Group, Bhutan Education City Project, Bhutan

Whilst in the Civil Service, he was conferred the Public Administration Medal (Gold) in 1990.

In 1991, he was conferred the Commandeur dans l’Ordre des Palmes Academiques by the Government of France.

For his contributions in serving the community, he was conferred the Public Service Medal (2004) and the Public Service Star (2009) by the Government of Singapore.

In 2013, he was a recipient of the Service to Education Award from the Ministry of Education, Singapore.

Zainul Abidin Rasheed was the former Senior Minister of State for the Singapore Ministry of Foreign Affairs, and is now serving as Singapore’s Ambassador (Non-Resident) to the State of Kuwait. He served as a Member of Parliament from 1997-2011.

Prior to political office, he served for more than 20 years as an Editor in the Straits Times Group, covering Singapore and the region, including the early visits of Former PM Lee Kuan Yew to China and Singapore’s ASEAN neighbours.

Zainul Abidin was also actively involved in community and social development having served as President of the Islamic Religious Council and CEO of the Council for the Development of the Malay/Muslim Community. Zainul Abidin served on the NUS Council in the ‘80s, and now serving as member of the NTU Board of Trustees and the MediaCorp Board of Directors.
