未来十年“一带一路”将迈向新阶段

张茉楠,中国国际经济交流中心美欧部副部长、教授 共建“一带一路”是促进和平发展,推动国际合作的倡议。十年来,“一带一路”倡议以“共商、共建、共享”为原则,以构建人类命运共同体为核心,以“五通”为重点,赋予了经济全球化新的内涵。“一带一路”大大降低全球发展成本,提高发展收益,分享发展机遇,加快了国家间、区域和次区域之间发展战略深度对接,为世界经济注入了新的增长动力。当下,“一带一路”所处的国际国内环境与十年期发生了重大变化,“一带一路”需要做出新调整,要为未来实现更高质量、更高水平的发展寻求新方向。 十年来“一带一路”正在推动构筑新的全球经济循环 十年来,中国与“一带一路”国家和地区的内部贸易联系更加紧密。根据中国商务部数据,2013-2022年,中国与“一带一路”沿线国家货物的贸易额从1.04万亿美元扩大到 2.07 万亿美元,年均增长7.96%。其中,2022 年中国对“一带一路”沿线国家的出口和进口总额分别为1.18万亿美元和 8913.2亿美元,较 2013年分别增加107.5%和 89.1%。其中,尤其以东盟占比最高,达到47.1%。2018年美国对华发动贸易战以来,随着中国对美出口和投资逐渐转向东盟,中国与东盟的贸易投资以及产业链供应链合作关系进一步加强。 同时,中国也是“一带一路”沿线国家最大的投资来源国。2013-2022年,中国与沿线国家双向投资累计超过 2700亿美元。从国别看,主要投向新加坡、印尼、越南、泰国、马来西亚等国家。从行业看,对“一带一路”沿线国家直接投资额主要流向制造业、批发零售、建筑业,以及新兴技术产业。 “一带一路”通过新的经济循环为世界经济增长做出了贡献。世界银行报告显示,共建“一带一路”,使参与方贸易增加4.1%,外资增加5%,使低收入国家GDP增加3.4%,并预测到2030年,共建“一带一路”每年将为全球产生1.6万亿美元收益,占全球GDP的1.3%。 面向未来十年共建“一带一路”将开启新的机遇之窗 近年来,全球化进程遭遇强劲逆流,国际贸易增长大幅放缓,全球经济增长陷入停滞,长期潜在产出增长率持续下降,以往推动全球经济增长和繁荣的趋势在衰减。逆全球化、单边主义、保护主义加剧世界经济体系的碎片化,地缘政治冲突不断,全球产业链供应链合作受到极大冲击,这使得更多的国家和地区筑起保护主义壁垒,进一步加剧了世界体系的分割。“一带一路”也将面临诸多新挑战,包括地缘政治冲突、新技术革命带来的变化、全球气候治理的新压力等等。 共建“一带一路”迈入新的十年之际,国家主席习近平在第五届“一带一路”国际合作高峰论坛开幕式上宣布支持高质量共建“一带一路”的八项行动,包括构建“一带一路”立体互联互通网络、支持建设开放型世界经济、开展务实合作、促进绿色发展、推动科技创新、支持民间交往、完善“一带一路”国际合作机制等内容,这意味着未来“一带一路”在合作方式、合作重点、合作领域等方面将有所调整,通过深化全方位互利合作,共同做大共同利益的蛋糕,将“一带一路”真正打造成为更加普惠、更加包容、更加可持续的国际多边增长合作框架。 (一)地缘冲突加剧背景下“一带一路”将更好把握发展与安全的平衡 当前,地缘政治形势紧张、乌克兰危机长期化、巴以冲突持续,又爆发红海危机,形成多点散发的局面。今后几年世界战略格局中大国对抗与争端、地区性安全热点难以降温,各种地缘政治冲突激化或将引发全球范围政治极端主义上升,给“一带一路”建设的国际环境而言将面临较大的不确定性。对中国而言,面对复杂严峻的地缘政治环境,,在“一带一路”区域国别的选择上,也将有所侧重,在充分把握“危地不往、乱地不去”的前提下,强化境外项目环境风险防控,重点支持那些经济增长潜力大、基础设施发展需求大,且国别风险相对可控的国家和地区的投资项目建设,在经济利益、政治利益与风险之间做出更好的平衡。 (二)东盟将成为深化“一带一路”高水平国际合作的战略重心 从对外战略看,中国依旧将坚持“周边是首要”“以邻为伴、与邻为善”“睦邻、安邻和富邻”的原则和理念,努力稳定东亚基本盘,坚持“多边是舞台”,深化与东盟、亚太经合组织等多边和区域组织合作。 近年来,亚太地区仍是全球经济增长的重心,东南亚也是新兴经济体中最具增长潜力的市场。随着RCEP于2023年正式生效,未来,更加灵活的“累积原产地规则”将进一步助推亚太区域经济一体化。“一带一路”项目将继续把握机遇,加大在东南亚地区的投资布局。与此同时,“海上丝绸之路”、国际陆海贸易新通道的推进也为东盟商品在中国乃至欧洲拓宽了销路,在促进中国与东盟形成互利共赢的产业链供应链合作伙伴关系的同时,也将加快欧亚大陆产业链供应链融合发展。 (三)绿色化、数字化是共建“一带一路”高质量发展的战略路径 随着世界经济的结构性调整和新一轮产业革命的全面深入展开,“一带一路”正由加工制造、工程机械、能源、农业等传统领域向数字经济、绿色经济、电子商务、金融科技等新经济领域方向发展。不过总体而言,在较长一段时期内,“一带一路”沿线国家和地区数字基础设施建设水平的差异仍将客观存在。因此,增加数字基础设施建设投资,弥合“数字鸿沟”将是各国持持续关注的重点。全面深化在人工智能、金融科技、电子商务、智慧城市等领域的合作。 “一带一路”将继续践行绿色发展、可持续发展理念,在绿色基础设施建设、绿色投资、绿色金融发展、环保技术和绿色产业合作中共同推动低碳发展。“一带一路”绿色投资缺口较大。数据显示,“一带一路”沿线及相关国家约占世界总土地面积的40%,二氧化碳排放量则占全球的55%。2018年11月,中国绿委会与伦敦金融城牵头多家机构发布《“一带一路”绿色投资原则》,提出将可持续性纳入公司治理、充分了解环境、社会和治理(ESG)风险、充分披露环境信息、加强与利益相关方沟通、充分运用绿色金融工具、采用绿色供应链管理通过多方合作进行能力建设七大原则。截至目前,签署《原则》的机构已至33家,影响力及市场参与度不断扩大。其中包括14家中国机构和19家来自德国、英国和中东北非地区和亚洲其他国家的海外金融机构。根据联合国和国际金融公司测算,全球“绿色投资”的缺口达到28万亿美元,其中57%位于亚太地区。 目前,“一带一路”倡议下的绿色金融产品种类相对而言仍较为单一,因此可通过与东道国当地金融机构、主权财富基金、私人资本以及国际上融资机构开展合作,充分利用多层次的融资机构和机制,有针对性地扩展绿色信贷、绿色基金的种类与规模,从而最大程度弥补其资金缺口,提升绿色产业的融资效率,深化“一带一路”伙伴关系合作。 张茉楠,中国国际经济交流中心美欧部副部长、教授 2024年4月

一带一路、金砖集团和上海合作组织:中国落实三大全球倡议外交实践

陈刚 新加坡国立大学东亚研究所副所长、高级研究员        2013年,中国国家主席习近平提出构建人类命运共同体理念,几乎与此同时,习主席也提出了影响深远的一带一路计划。人类命运共同体理念支持全人类共同价值,摆脱意识形态偏见,最大程度增强合作机制、理念、政策的开放性和包容性,共同维护世界和平稳定(《习近平谈治国理政》第四卷,第462页)。作为构建人类命运共同体的具体实践,一带一路计划把沿线国家基础设施“硬联通”作为重要方向,把规则标准“软联通”作为重要支撑(《习近平谈治国理政》第四卷,第495页)。加上此前参与组建和加入的金砖国家集团和上海合作组织,中国正在推动全球治理向共商共建共享共赢的方向发展。 一带一路、金砖集团和上海合作组织的侧重点不同        从参与国家数量来看,一带一路规模最大,有150多个国家、30多个国际组织加入其中。金砖国家最早是四个国家,现在扩容到十个。上海合作组织由上海五国发展而来,现在则包括九个成员国,三个观察员和十四个对话伙伴。这三个宏伟的计划不仅有利于中国向世界辐射外交和经济上的影响力,而且更重要的是搭建了中国能在其中发挥巨大作用的国际合作平台,为中国此后提出的全球发展倡议、全球安全倡议和全球文明倡议提供了重要的制度和组织基础。        伴随着中国、印度等新兴市场的崛起,世界的经济及政治格局已发生了天翻地覆的变化,但现有全球治理体系并未充分反映这些变化。虽然全球尤其是广大发展中国家存在巨大的基础设施赤字,但国际及区域性的开发银行未能有效补足这一短板,导致许多发展中经济体因为基础设施发展滞后而错失增长良机。10年前提出的一带一路计划反映了中国独特的全球发展理念以及对全球发展问题的思考和解决方案,为后来提出全球发展倡议打下了坚实基础。        金砖集团和一带一路计划类似,都侧重发展问题,尤其是新兴经济体的发展问题。但金砖集团侧重大型新兴经济体之间的合作与协调,更为强调这些国家在构建国际经济新秩序中的重要角色而非互联互通。两者之间互相补充,金砖集团为全球发展提供制度支持,而一带一路则提供投资和贸易平台。2023年金砖组织进行大规模扩容,埃及、埃塞俄比亚、伊朗、沙特阿拉伯和阿联酋这五个“全球南方”(Global South)的重要国家得以加入。这凸显了当下中国外交已把“全球南方”放在了首要位置。中国虽然已经成为世界第二大经济体,但也仍然把自己定位为发展中国家,属于“全球南方”。这些金砖国家在国际治理问题上往往具有一些相似的观点,如强调扶贫、基础设施建设、技术转让和援助等,因此金砖集团如今不仅仅是一个经济概念,更多涉及国家的政治身份认同。       上海合作组织起源于上海五国集团,成立之初的主要任务在于深化这些国家之间边境地区的安全与军事信任,打击恐怖主义、分裂主义和极端主义,所以上海合作组织从一开始就侧重关注安全与国防问题。尽管如此,上合组织也顺应时代需要,不断把合作领域拓展到经贸、科技、文化、能源等领域,逐步增加其发展内涵,其“上海精神”更是把 “互信、互利、平等、协商、尊重多种文明、谋求共同发展”作为基本内容。有人把上合组织视为北约在东方的平衡力量,但上合组织中的经贸合作内容以及军事上的非结盟性是北约所不具备的。虽然上合组织具有很强烈的安全色彩,但它不是基于传统集体安全原则而建立的军事同盟组织,也不针对某一个或某些军事同盟,它倡导互信、互利、平等、协作的新安全观,这也成为后来中国提出的全球安全倡议中的重要内涵。         由于一带一路覆盖大多数的金砖国家和上合组织成员国,因此这三者之间既相互补充,也相互联系,反映了21世纪中国外交追求多边合作和开放包容的全球治理理念,为此后提出的三大全球倡议提供了至关重要的外交实践。 与全球发展倡议、全球安全倡议、全球文明倡议的联系         在全球发展倡议提出以后,侧重发展的一带一路计划成为全球发展倡议的重要支柱。随着一带一路合作从硬联通扩展到软联通,一带一路国家之间的文明对话成为全球文明倡议中的一部分。与一带一路相比较,全球发展倡议和全球文明倡议更为宏大,涵盖的范围也更广。在国际地缘政治日趋紧张的背景下,全球文明倡议和全球安全倡议显得更为重要。2019年5月,中国举办亚洲文明对话大会。在2023年第三届一带一路国际合作高峰论坛上,文明对话议题开始占据更大的分量。中国政府未来还可能推出更多的具体计划来落实全球文明倡议,全球文明倡议也会成为今后中国在海外推进软实力的一张名片。       安全是发展和交流的前提,因此全球安全倡议体现了中国为了克服传统安全困境所作出的努力。在国际关系理论中,安全困境是指当一个国家因为担忧自身安全而增强其军事实力时,这些行为却会导致其他国家因担心自己的安全而增加军费,从而恶化安全环境并导致军备竞赛甚至战争。除了上海合作组织宗旨之外,全球安全倡议还包括中国对2022年五核国领导人发表的《关于防止核战争与避免军备竞赛的联合声明》的支持,对秉持协商一致、照顾各方舒适度等“东盟(ASEAN)方式”的支持,对加强海上对话交流合作的支持,以及中方所提出的《全球数据安全倡议》等。             与时俱进的一带一路、金砖集团和上海合作组织是中国落实三大全球倡议的具体国际平台。三大倡议既涵盖重要性日益凸显的“全球南方”,也包括和西方发达国家的对话和交流。无论是整装再出发的一带一路,还是不断扩容的金砖集团和上海合作组织,都是未来中国外交的重点内容。由于三大全球倡议所包含的理念和内容更为宏大,未来还需要增加新的国际合作与对话机制来支撑这些倡议的落实。 陈刚 新加坡国立大学东亚研究所副所长、高级研究员 2024年4月
